Climate-Resilient WASH Can't Be Built Using Yesterday's Infrastructure Assumptions

Updated climate-resilient WASH implementation guidance reflects a shift that Pacific Island nations have been living with in practice for years: infrastructure engineered around historical rainfall patterns, flood zones, and freshwater lens availability is increasingly mismatched with the conditions it now has to withstand. Saltwater intrusion into freshwater sources, more intense and less predictable rainfall, and sea level rise are changing the baseline assumptions that most existing water and sanitation infrastructure was designed around.
Retrofitting is often more complex than new construction
Much of the Pacific's existing WASH infrastructure was built before climate resilience was a design requirement, which means the choice facing many communities isn't simply upgrading to a newer standard. It's deciding whether to retrofit systems that may be fundamentally mismatched with future conditions, or to plan phased replacement that has to be sequenced around limited construction capacity, financing availability, and the practical reality that communities can't go without water and sanitation service during a multi-year rebuild.
Financing timelines don't match the urgency
Climate-resilient WASH investment planning cycles typically run on multi-year development financing timelines, while the climate risks driving the need are already actively degrading existing infrastructure. Closing that gap requires financing structures and implementation partners capable of moving faster than the traditional infrastructure development cycle, without sacrificing the engineering rigor that climate resilience actually requires.
