Policy research · Formal report forthcoming

A sequence for research and decision-making

Stage 0 — Map the baseline

Current coverage, health spending, hospital ownership, care capacity, rural access and legal authorities.

Stage 1 — Design national coverage and finances

Eligibility, benefit packages, tax and budget structures, provider payments and federal-state governance.

Stage 2 — Test delivery and administration

Examine feasible demonstrations, systems infrastructure, workforce supply and incremental coverage expansion.

Stage 3 — Evaluate ownership transition

Compare mixed providers, targeted public acquisitions, staged conversion and system-wide public ownership.

Stage 4 — Measure and adapt

Track quality, waits, costs, financial protection, staffing, rural access and health equity.

The questions a rollout projection must address

Any transition plan must account for hospitals and employees, medical education, pharmaceuticals, health records, insurer staff, government capacity and patient continuity. The proposed stages are not an authorized rollout schedule.

This research is in development; no final hospital valuation, savings forecast, national rollout projection, legislative text, or government authorization has been published.
